The 27D46 is a 27-inch Toshiba TV with a digital tuner that can handle ATSC or NTSC content. The silver gray cabinet has an attractively designed front with side-mounted stereo speakers. The 4:3 aspect ratio screen presents images at the standard-definition level of 480i, so this is not an HDTV. The 27D46 also has a QAM tuner, enabling it to handle some digital cable formats without an extra set-top box.

The 27D46's picture is adequate, with clean edges and bright colors. A 3-line digital comb filter eliminates dot crawl and rainbow effects for a sharper picture. A set of composite video inputs is located on the front panel, offering easy access for connecting a video game system or camcorder. The rear of the TV has component video inputs for a higher-end source, such as a DVD player. The included universal remote control has glow buttons that are convenient when using the 27D46 at night.
